Is this heifer stunted or am I just overthinking it?

I’m not sure if I’ve gone barnblind as they say but another set of eyes would be nice. I dont own a scale but breed is red angus for reference I’m about 5’3 her mother isn’t the most tall cow ever I just would like some more opinions thanks all in advance!IMG_5592.jpeg

looks smallish. not sure what you mean by keep growing. like till they are 5?

later maturing cattle do grow until they are five but obviously rate slows down after 2.

i guess i would be careful about using bulls that are too small, heifer safe etc., show cattle. show cattle tend to look more complete at any age as humans tend to pick that way, as for some reason, we like them "cuter headed".

always a little more difficult to pick out in pics, and without contemporaries. what did she weigh at 1yr old and what would you like her to weigh.

i guess depending upon where i was, i would want cows to weigh from 1200-1500lbs mature, more for later maturing breeds.
