Stubborn steer hair

I have a chi steer and we can not get his hair to "Pop" any suggestions?

Give us a bit of an idea with what you're doing for a hair working routine. 

Are you working the hair forward and then up with a comb and scrub brush?

Are you using any sheen to help condition the hair after washing?

How much hair does he have? Sometimes cattle with long, straight hair can get a flat look when their hair gets too long.

We rinse and then blow completely dry and proceed to apply Kleen Sheen and no the steer doesn't have long hair

We also use a scrub brush like mentioned above

Best advice we've ever got "lock up all combs and brushes" Only use the plastic wash mitt.  It makes a world of difference.

If you've been in the dark and under fans while actually working his hair...some just don't grow hair.

You've got to have hair in order for it to pop.

My advice...if you have a soap foamer then mix 1:1 water and hair conditioner. Stir that up and foam it on him every other day on the wash rack. Comb it in NOT brush...the scrub brush will squeegee it all off. Let it sit for 5 mins and rinse. Now don't put anything else on that steer. No sheen. No revive. No oil. You have to soften the hair that he does have without silicone.

Plastic scrub brush with the coarse bristles. The one with fewer bristles.

Keep at it.
