Rinse multiple times a day and keep in a cool dark place during the day with fans on.
Sometimes though genetics are a factor and they just don't grow the hair we hope for.

Years ago we added Cherry Oil (as I recall a Kent Prod.) to a custom mix designed for a Heifer we were showing. It did stimulate appetite and help bloom/add cover.

I'm assuming that the picture as your profile pic is the steer you're referring to. He looks to me like he could use a high energy feed (more corn). Slowly increase his diet to a high percentage of corn and I think you'll see him bloom. Good Luck!
