Those rules are a lot like the ones at the WI state fair. And yes, they do enforce them. They have a committee that reviews any violation complaints and hands down penalties as they deem necessary. The main difference in WI is that any junior with a wristband can work on, fit, feed, etc. any other junior's animal. I think this slight twist has gone a long way in recent years in getting the youth to work together and in keeping a decent amount of really young people in the game as the older kids are able to mentor those they work with from start to finish. I'm sure lots of people are able to get around the rules, but you have to start somewhere.
Also, in WI we never have had to pay for family member wristbands, no matter if we need 3 or 6. I would think making people pay for them is a good way to discourage people getting them and abiding by the rules. JMO.
