A reason not to do it on native pasture is because of symbiotic process already in place.
Nitrogen fert may kill the natural biome/ diversity.
With improved pastures, ask the seed supplier for recommendations
Locally, we have two types of seed mix. Straight dry land and irrigated even if only s little.
Each have their recommendation for fee as growing season is different.
I used the irrigated. It has a clover birdsfoot tree foil mix with some persistent perennial grasses.
It can tolerate some fert. But after legumes get going, hopefully none or at least low N for legumes. Local seed person should have good idea for your area.
