I know that with a crossbred heifer From a Hereford X Angus would have to show as a commercial heifer. What class would a steer fall in?  I know if  that this cross would not have a prayer if it would fall under exotics, but seeing as neither breed is an exotic I did not guess that they would be classified that way.

Depending on what it looks like. It is probably going to go AOB, But you might get lucky and get in the Simmy class.

What about smaller local shows that only have American, British and Exotic classes?

You probably need to ask your ag teacher or extension agent or someone from the fair board/show comitee if your county will let him show in the British division.  It seems reasonable enough, but realizing he won't classify in any of the British divisions at your majors, some might disagree with letting him show with them at county or local levels.
