I have a 550 Billion dollar Jobs Bill for you. Build a channel system that takes flood waters from the North Dakota and Minnesota and sends it to the states in the South. It would be a 1200 mile channel with smaller systems running off of the main channel. Between the actual jobs created by people constructing the channel, think off all the support jobs that would be needed as well. Unlike road repair, even after the initial project was completed you would see jobs growth in the areas now being benefited with a new water source.
A fee would be charged for the water used, to offset the cost of the project, excess water would run to the gulf.
