In need of help with steer structure!

My steer is about 620 pounds. When I set him up his back legs at the knees, lean in a little, and when I'm setting him up in a side by side view he doesn't spread his feet out. If anyone has any tips on how to train them to stand wider/fix the legs going inwards please help!

Pictures would help but sounds like hes straight in his hock and narrow based. Neither of which can be helped. Hopefully I'm wrong tho
