Leg Hair Growth Help ASAP

I have a I80 steer. He has some body hair but struggles with gaining leg hair. I rinse him down everyday. and wash him with mane and tail 3 days a week,blow him out, and keep in a pen with a fan on him all day long. I also feed Umbarger feeds...people say it helps grow hair too. After a month or so his body hair looks better but still no leg hair. Any ideas or items I can use to improve that leg hair or even get more body hair.

We had that problem to. We got a rotor brush that you put on a drill and go up the leg with it. We got ours from Sullivan not to much money but worth it.
