First of all your steer looks pretty good.I won't make any assumptions of what he might need or not need by looking at his pictures. He looks better than some of the calves I've seen on here, without hair. About a cooler to grow hair: If you can afford one that is fine and dandy,but...you don't need a cooler to grow hair. If you have only one calf or two or three, make sure you have a very well ventilated room, not two big.Get yourself a water cooler[swamp cooler].Try and insulate the room as good as you can, even with large styrofoam blocks. Put misters in room, with fans. Most importantly keep the room as dark as possible,at all times. This is very important. You can cool a 12x20ft. room to 51-to 56 degrees pretty easily.Optimum temp for growing hair.Keeping the room dark is imperative. It is probably a little late in the game for this year, but you can always start next year. The swamp cooler and fans are cheaper to run than an AC unit and not even close as dangerous. This has worked for many a show cattle families in Oklahoma and Texas for many years, where late spring, summer and early fall temperatures have been known to reach 105 and up with 50% humdidity.
