I report data on all my calves - the calves I register and the calves I don't. The calves that go to the feedlot and the calves that go to a 4H kid, the calves that go to the bull test and the calves sold as bulls off the farm, the heifers that I retain and the heifers that I sell - that my friend is whole herd (performance) reporting.

Calves don't need to be registered to have performance data. Not reporting ALL calves, reporting just those someone thinks are seedstock quality, is part of the problem with a lot of the EPD in many of the breeds including Shorthorn -

Whole Herd Reporting (WHR) :  An inventory based performance recording system in which the production of all animals in a breeding herd and the performance of all progeny are accounted for annually. In calf-based systems, by contrast, progeny performance data may be recorded selectively and production information is not gathered on females who do not produce live calves. An inventory based Whole Herd Reporting system is necessary to acquire the data for genetic evaluation of some reproductive traits.

Performance data :  The record of the individual animal for reproduction, production, or carcass merit. The most useful performance records for management, selection, and promotion decisions will vary among purebred breeders and for purebred breeders compared with commercial cattle producers.

Being able to register a calf w/o any performance numbers is the problem.  The ASAs WHR is excessive and too pricey.  Especially for the limited amt of funds they contribute to promote our breeds real world value. 

I've ran across some bulls that don't have an actual recorded performance number reported from any ancestor in their pedigree.  These are the animals with fraudulent epds.

OK I'm confused - you say being able to register a calf without performance numbers is the problem - yet that is exactly what you do because the ASA WHR is "too pricey" - hmmm Eldridge Cleaver's wife said it best and first

and btw how do you know there are no "actual performance numbers" - can you provide evidence and perhaps name the bulls  you have "ran across"?
