In Canada, we were told Tequila was running out of semen long before the whole TH thing was a big deal. I do not even know if Manchesters marketed him or just bred him. I am sure that there are other bulls in the same situation that were legitamately not tested.

IMHO there is no such thing as "not legitimately testing" an AI bull (he is listed with SEK Genetics) with a known carrier or known founder of a genetic defect - what they said is what we often here when people do not test their carriers. Not tested, carrier until proven otherwise
